ECPTA hereby invites quotations FOR THE APPOINTMENT OF A SERVICE PROVIDER TO LICENCE AND UPGRADE ECPTA MOBILE APPLICATION SYSTEM FOR A PERIOD OF THIRTY SIX (36) MONTHS. Please refer to the attached Specifications for details.

EVALUATION OF QUOTATIONS

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

A Two (2) stage evaluation process will be employed. Stage One (1) Bids will be evaluated based on a Functionality. Only bidders who meet the minimum criteria of 75 will advance to Stage 2. In Stage 2 bids will be assessed for Price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2017.

EVALUATION OF QUOTATIONS

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

A Two (2) stage evaluation process will be employed. Stage One (1) Bids will be evaluated based on a Pre-requisite. Only bidders who meet the criteria for the Pre-requisite will advance to Stage 2. In Stage Two (2) all bids received will be evaluated based on Price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2017.

  • Company must be PSIRA Accredited ( Failure to provide company’s PSIRA certificate will result in bidder being disqualified)
  • Company must provide Four (4) Armed Grade C PSIRA accredited guards plus 1 Armed guard who may relieve them on duty (This will be verified on site visitation)
  • Proof of local Address (Bidders must have offices/business address within O.R Tambo District). Proof must be in the form of:
  • Lease Agreement; or
  • Utility Bill/ Municipal Account; or
  • Signed letter form ward councillor

Note: Failure to provide proof in the above mentioned formats will result in disqualification of bid

STAGE 1PRE-REQUISITE

Bidders must be in possession of a Dealers/Manufacturers Licence as per the Firearms Control Act

NB: Failure to provide proof of the above will result in the being disqualified

 

STAGE 2LOCAL ECONOMIC DEVELOPMENT

Proof of local Address (Bidders must have offices/business address within relevant Municipalities as chosen above). Proof must be in the form of:

  • Lease Agreement; or
  • Utility Bill/ Municipal Account; or
  • Signed letter form ward councillor

 

NB: Failure to provide proof of the above in either of the mentioned formats will result in bidder being disqualified.

STAGE 3: Local Production and Content 

Local Content and Production

  • Bidders must declare the local production and content as per the requirement of SBD 6.2
  • The minimum requirement threshold for Local Production and Content for Textile, Clothing, Leather and Footwear sector is 100%
  • NB: Bidders who passed the local content threshold will be evaluated for in Stage 4
  • Bidders who fail to obtain the minimum local content threshold will be rejected and not evaluated further.

Fully completed annexure C,D and E local content declaration form.

NB: Bidders must complete and submit SBD 6.2 and all its associated Annexures in order to be considered. Failure to complete the SBD 6.2 and or its Annexures or failure to obtain the minimum threshold for local content will result in immediate rejection of the bid.

If the quantity of materials and or product required cannot be wholly sourced from South African based manufacturers and /or at the designated local content threshold at any particular time, bidders should obtain written approval from the Department of Trade and Industry (dti) to supply the remaining portion at a lower local content threshold. STAGE 4PRICE AND B-BBEE

  • Bidders must declare the local production and content as per the requirement of SBD 6.2
  • The minimum requirement threshold for Local Production and Content is 80% for Canned / Processed Vegetables as detailed in the Pricing Schedule and in SBD 6.2
  • NB: Bidders who comply with the local content threshold will be evaluated for price and B-BBEE.
  • Bidders who fail to obtain the minimum local content threshold will be rejected and not evaluated further.
  • Bidders must submit a fully completed annexure C,D and E local content declaration forms.

EVALUATION OF QUOTATIONS

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

 

STAGE 1: LOCAL ECONOMIC DEVELOPMENT

 

Proof of local Address. Bidders must have registered offices within the Eastern Cape. Proof must be in the form of:

  • Lease Agreement/proof of ownership of property; or
  • Utility Bill; or
  • Municipal Account

NB: Failure to submit the proof of the address in the above format will lead bidder being disqualified

 

STAGE 2- PRICE & B-BBEE

NB: Certified copy or original B-BBEE Status Level Verification Certificate/ Sworn Affidavit must be submitted to substantiate B-BBEE Status claimed. When such certificate is not provided as proof the company will automatically score zero.

Quotation documents will be available from the 7 OCTOBER 2019 free of charge. Documents can only be emailed to applicants upon request.

 

Sealed Quotations endorsed on the envelope with the Tenderer’s name and the Quotation Number shall be deposited in the formal Tender Box situated in the ECPTA offices at 17-25 Oxford Street, Corner of Fleet and Oxford Street, East London CBD, East London or posted so as to reach The Chief Executive Officer, P.O. Box 11235, Southernwood, East London, 5213 in sufficient time for it to be placed in the Tender Box before the closing time of 11h00 on the closing date i.e. 16 OCTOBER 2019.

  • The Agency reserves the right not to accept the only or lowest tender or any tender at all, or to accept the whole or part of any Tender.
  • Service providers must be registered with the Central Supplier Database
  • In order to meet the requirements of the Eastern Cape Framework for Local Economic Development though Procurement Initiatives, preference will be given to Service Providers who reside within the Eastern Cape.
  • Canvassing with ECPTA officials shall disqualify a Tender.
  • Late, incomplete or unsigned Tenders will not be considered.
  • The standard tender conditions will apply.
  • The Agency reserves the right to extend the Tender Period and/or alter Conditions of Tender during the Tender Period at its own discretion by notice published in the appropriate media and to all parties who have drawn documents.

  • Bidders who fail to obtain the minimum local content threshold will be rejected and not evaluated further.
