EVALUATION OF QUOTATIONS

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

A Three (3) stage evaluation process will be employed. Stage One (1) Bids will be evaluated based on a Pre-requisite. Only bidders who meet the criteria for the Pre-requisite will advance to Stage 2. In Stage Two (2) all bids received will be evaluated based on Functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 3 where bids will be assessed for Price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2017.

STAGE 1:       PRE-REQUISITE REQUIREMENTS

  • Proof of local Address. Bidders must have registered offices within the Eastern Cape. Proof must be in the form of:
  • Lease Agreement/proof of ownership of property
  • Utility Bill
  • Municipal Account  

NB: Failure to submit the proof of the address in the above format will lead bidder being disqualified

EVALUATION OF QUOTATIONS

A Three (3) Stage evaluation process will be employed. In Stage 1 all bids received will be evaluated on prerequisites. only bidders who meet the pre-requirements will be evaluated in stage 2 on local content. Bidders who meet the Local requirements will be further evaluated for Price and B-BBEE in stage three(3) in accordance with the Preferential Procurement Regulations of 2017

STAGE 1-PRE-REQUISITE

 

Locality of the bidder (Local Economic Development)

 

 

Bidders must be based in the Mbashe Local Municipality. Proof of location must be submitted in one of the following forms:

  • Lease Agreement,
  • Utility Bill,
  • Municipal Rates clearance, or
  • Municipal Account

Failure to submit proof of address in the above form will lead to the immediate disqualification of a bidder. In the case where the bidders are in a Joint Venture or Consortium, the proof of address of the lead partner will be considered. Bidders must submit the Joint Venture Agreement in case of a Joint Venture or complete the consortium declaration form indicating the lead partner.

 

STAGE 2- LOCAL CONTENT

Local Content and Production

  • Bidders must declare the local production and content as per the requirement of SBD 6.2
  • The minimum requirement threshold for Local Production and Content is 100% for windows frames and doors
  • NB: Bidders who passed the local content threshold will be evaluated for price and B-BBEE.
  • Bidders who fail to obtain the minimum local content threshold will be rejected and not evaluated further.
  • Fully completed annexure C,D and E local content declaration forms

EVALUATION OF QUOTATIONS

PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT NO. 5 OF 2000 AND ITS REGULATIONS WILL APPLY:

A Three (3) stage evaluation process will be employed. Stage One (1) Bids will be evaluated based on a Pre-requisite. Only bidders who meet the criteria for the Pre-requisite will advance to Stage 2. In Stage Two (2) all bids received will be evaluated based on Functionality. Only service providers who meet the minimum criteria for functionality will proceed to Stage 3 where bids will be assessed for Price and BBBEE Status Level in accordance with the Preferential Procurement Regulations of 2017.

 

STAGE 1:       PRE-REQUISITE REQUIREMENTS

 

Proof of local Address. Bidders must have registered offices within the Eastern Cape. Proof must be in the form of:

  • Lease Agreement/proof of ownership of property
  • Utility Bill
  • Municipal Account

 

NB: Failure to submit the proof of the address in the above format will lead bidder being disqualified

Quotation documents will be available from the 19 MARCH 2019 free of charge. Documents can only be emailed to applicants upon request.

 

Sealed Quotations endorsed on the envelope with the Tenderer’s name and the Quotation Number shall be deposited in the formal Tender Box situated in the ECPTA offices at 17-25 Oxford Street, Corner of Fleet and Oxford Street, East London CBD, East London or posted so as to reach The Chief Executive Officer, P.O. Box 11235, Southernwood, East London, 5213 in sufficient time for it to be placed in the Tender Box before the closing time of 11h00 on the closing date i.e. 02 APRIL 2019.

  • The Agency reserves the right not to accept the only or lowest tender or any tender at all, or to accept the whole or part of any Tender.
  • Service providers must be registered with the Central Supplier Database
  • In order to meet the requirements of the Eastern Cape Framework for Local Economic Development though Procurement Initiatives, preference will be given to Service Providers who reside within the Eastern Cape.
  • Canvassing with ECPTA officials shall disqualify a Tender.
  • Late, incomplete or unsigned Tenders will not be considered.
  • The standard tender conditions will apply.
  • The Agency reserves the right to extend the Tender Period and/or alter Conditions of Tender during the Tender Period at its own discretion by notice published in the appropriate media and to all parties who have drawn documents.
  • The invitation and award of this Tender is subject to the requirements of the Eastern Cape Parks and Tourism Agency Procurement Policy.

EVALUATION OF QUOTATIONS

 

STAGE 1- INTERVIEW

The Service Providers candidate that scores the Highest points in the interview process, that Service Provider may be evaluated for Price/B-BBEE. All other Service Providers will be regarded as Non-Responsive as they will be deemed as not the best fit for the position.
