Expression of interest: Local/small scale event partnerships for the Eastern Cape Parks & Tourism Agency  for a period of 2 years with an option to extend for a further 1 year

Expressions of Interest are hereby invited for Local/small scale event partnerships for the Eastern Cape Parks & Tourism Agency  for a period of 2 years with an option to extend for a further 1 year

Bid documents outlining detailed specifications will be made available on the 04 June 2018 upon payment of a Non-refundable fee of R100.00. The documents can be obtained from the offices of Eastern Cape Parks and Tourism Agency, situated at No. 17-25 Oxford Street, East London, or can be e-mailed to applicants upon request and receipt of payment. Payment can be made in cash on collection of the bid documents or by electronic transfer to the following account: “Eastern Cape Parks and Tourism Agency, First National Bank, Branch Number – 211 021, Account Number – 6269 2245 949.”Bidders who pay by electronic transfer must use the bid number as a reference i.e. EOI NO. 01/18/19 and fax proof of payment to 086 609 6164 prior to the collection of the bid documents.

Completed bid documents accompanied by all necessary documents are to be placed in a sealed envelope with the bid name and number (as given above) clearly written in an envelope. All bids must be deposited in the Tender Box, at the offices of the Eastern Cape Parks and Tourism Agency at 17-25 Oxford Street, Corner Oxford & Fleet Street, East London, 5201, by not later than 11h00 on the 28 June 2018, at which time the bids will be opened in public.

Compulsory Briefing: There will be a compulsory briefing session on Friday 08 June @ 11am at the ECPTA Head Office in EL (See address above)

EVALUATION CRITERIA

THIS IS EXPRESSION OF INTEREST WILL NOT BE EVALUATED IN ACCORDANCE WITH THE PREFERENTIAL PROCUREMENT POLICY FRAMEWORK ACT (PPPFA ACT NO 5 OF 2000) OR THE PREFERENTIAL PROCUREMENT REGULATIONS OF 2017. IT WILL BE EVALUATED AS FOLLOWS:

PRE- QUALIFYING CONDITIONS:

• The event must be able to attract a minimum of 1 000 people and a maximum of
7 000 people
• The proposal must include a marketing plan of the event
• Service providers will be required to attend a Compulsory Briefing Session
• Bid document must be duly completed and submitted with the proposal. Failure to submit the document will result in immediate rejection of the bid.

STAGE 1: FUNCTIONALITY

NB: Bidders are to clearly indicate in their proposal the number jobs that will be created with partnership amount. Positions should also be indicated

NB: A minimum of 2 events must have been managed by the event’s organiser. Please supply names and contacts of two client referees (this must be in the form of a reference letter in the referees letterhead with contactable details) who can comment on your company/agency ability and competency to events held in the past by your company. CV’s are to be supplied. Failure to provide proof will result in no points being scored 5

The Three (3) highest scoring proposals based on presentation, may enter into a partnership agreement with the ECPTA

BIDDERS SHALL TAKE NOTE OF THE FOLLOWING BID CONDITIONS:

• The Eastern Cape Parks & Tourism Agency Supply Chain Management Policy will apply;
• Bidders must be registered with the National Treasury Central Supplier Database (Copy of valid CSD report to be attached)
• The award of this bid may be subjected to price negotiation with the recommended bidder(s)
• Bidders must complete the set of bidding documents provided by ECPTA. Failure to complete the documents will result in immediate rejection of the proposal
• The ECPTA does not bind itself to accept the highest/lowest priced proposal or any other proposal and reserves the right to accept the whole or part of the proposal
• Bids submitted are to hold good for a period of 120 days
• EOI’s which are late, incomplete, unsigned or submitted by facsimile or electronically, will not be accepted;
• ECPTA reserves the right to terminate the contract if not satisfied with the work produced by the service provider. Only bidders that have met the requirements of the proposal / specification shall be considered during the adjudication process;
• The ECPTA Bid Committee and the Supply Chain Management Unit may, before a bid is adjudicated or at any time during the bidding process, oblige a bidder to substantiate any claims it may have made in its bid documents;
• A service level agreement (SLA) shall be signed with the successful service
provider.
• ECPTA will not be held responsible for any cost incurred by the service provider in the preparation and submission of the expression of interests. Identity document of the owners of the company and credentials of the company and team to be involved in the project are to be included with the bid expression of interest as they will be subject to vetting.
• Companies that bid as joint venture must have a signed business agreement by both parties. If the service provider does not meet this requirement it will be automatically disqualified.

NB:    The following documents must be submitted with the EOI document:
– Valid summary of the CSD Report
– Service providers who are not registered with the National Treasury Central Database of Suppliers must visit [email protected] to register their companies, after the completion of the registration report, a summary report must be included to their bid documents.
– Companies that bid as joint venture must submit an official signed business agreement by both parties. If the service provider does not meet this requirement it will be automatically disqualified.

Nature-based tourism activities at Eastern Cape Parks and Tourism Agency (ECPTA) nature reserves for a period of 3 years with an option to extend for a further period of two years

EOI NO. 01/15/16

The Eastern Cape Parks and Tourism Agency is inviting interested individuals / group / company to develop and manage nature-based tourism activities in the ECPTA nature reserves.

Proposed nature- based tourism activities could be any of the following: water based sports (canoeing, kayaking, tubing, boat rides etc.), team building activities, camping outings, mountaineering and related activities (abseiling, rock climbing etc.) guided walks, multiple day guided horse trails and events such as adventure trail runs (list is not exhaustive).

It will be preferred that the proposed concepts subscribe to the national conservation best practices. The proposed activities can be located at any of the twenty-one (21) ECPTA managed nature reserves.

The Expression of Interest (EOI) documents outlining detailed specifications will be made available from Monday, 01 February 2016 free of charge. The documents can only be e-mailed to applicants upon request.

Bidders who obtain 80 out of 100 points may be shortlisted for Stage 2 of this process.
